SCENARIO BACKGROUND: ECHELON 1, ECHELON 2, ECHELON 3
Operations Ever since the late 1990s, the United
States to created a top secret technological initiative to monitor all the
world's communications systems. This program, under the auspice of the National
Security Agency (NSA) was codenamed Project Echelon.
Several European countries where
not pleased with the pretext that such Echelon intelligence could be used to
undermine their security: diplomatic, economic, or otherwise. Under great
secrecy, these disgruntled governments within the EU formed the top secret
Europa Group and tasked them with the mission of undermining Echelon
activities.
Two years ago, an Echelon SIGINT
(Signal Intelligence) satellite, codenamed CIRRUS-14, de-orbited and crashed in
the remote Canadian wilderness. An elite NSA security unit, codename Shadow
Team, was sent to retrieve the crashed satellite under the pretext of Operation
Echelon. Unbeknownst to Shadow Team, the Europa Group sent it its own elite
cadre of paramilitary operatives to recover the satellite remains. The surprised
Shadow Team took heavy looses and lost one of the crucial satellite components
in the face of the victorious Europa unit.
Several months later, an
additional recovery effort, codenamed Echelon II, resulted in stalemate, as both
Shadow and Europa recovered additional components from CIRRUS-14. Then, last
year, the final elements of CIRRUS-14 where recovered by a victorious Shadow
Team at Operation Echelon III.
